Now that we have that out of the way. It wasn't up to Bill Walsh to determine who got paid. Why? Because it wasn't his job. He was GM at first but was stripped off the title by Eddie D. The salary cap was put in place mainly because of the Niners and the money they were paying players, so you picked the wrong example here with the Bill Walsh era.
As far as the organizations being stingy, in recent history, yes. Even so, Al Davis signed 100 million+ worth of contracts this off-season. Not a smart move. I don't even know about signing Archuleta to play LB. You can call it stupid, but not stingy.
As far as the Niners. People were complaining about "overpaying" Nate Clements on an $80 million contract, which is nowhere near $80 million in reality but it sounds flashy. Can't put "overpaid" and "stingy" together, it's one or the other. Besides that, a lot of FA players are getting paid well and a lot of contracts have been re-done and players have been compensated.
As far as the issue with the stadium, the problem is the city of San Francisco and the politicians, not the team ownership. Besides, the owner of the team is now Jed York so while the recent history is about John York no one can make any calls on where the team is headed due to the new ownership.
The different between Niner moves and Dallas moves with their signings is in between the attention Dallas gets due to their division and the way the Niner organization moves quietly. Most people don't even realize Jed York is now listed as the owner of the team.
No other team in the past 30 years has had more impact on the NFL than the Niners of the 80's. It's not that there were no good opponents, is that the WCO was so ahead of its time back then that no defenses could defend against it.
