we both know the nfl would never allow a team to move there though
the courts would though

the NFL's own words "Oakland is unsatisfactory and inadaquate". The NFL would have a very hard time convincing a court as to why the Raiders couldn't have this free 1 billion dollar stadium if they themselves deemed their current market "unsatisfactory and inadequate".

i'm just saying nfl would do everything in their power to prevent it
just like they didn't allow tony romo to be at the las vegas fantasy football convention last year.

That Vegas fantasy football convention was an event that included betting on players and games. Players can't be directly involved in betting on the sport.

This Vegas thing could posture the Raiders to tell the NFL to fork over more than that 100 million dollars too if they want them to stay in Oakland bad enough.

Could end up being a win win situation for the Raiders. Either a free billion dollar stadium on the strip in Vegas or enough money to close the funding gap in Oakland.
