STR 5 (6 w implant) (8 w implant + old world blues spineless perk)
PER 5 (6 w implant)
END 8 (to get all implants minus charisma... Essentially a free stat)
CHA 1 (completely pointless, companions are terrible anyway)
INT 7 (get it to 8 with implant ideally at level 1 to maximize it's skill points benefit but realistically you'll level up to 2 or 3 jyst running to the strip and gambling up the caps for it)
AGI 7 (8 w implant)
LUCK 9 (10 w implant)

Tag: Repair, Lockpick, then your choice. Probably Guns though, tbh.

Traits: Skilled (+5 each skill), then whatever you want. Probably small frame though for +1 AGI or built to destroy for +3% crit.

Level 2 perk: Intense training: Intelligence for +1 intelligence

Level 4: Educated (+2 skill points per level)

Level 6: (your choice. Probably comprehension or toughness, maybe even intense training again for AGI or INT)

Level 8: packrat
Level 10: Finesse (+5% crit)
Level 12: Sniper or Toughness or Comprehension
Level 14: Jury Rigging (your repair needs to be 90 by this point. Best perk in the game by far allows you to make obscene amount of money and keep your damage and armor at full potential at all time)
Level 16: Better Criticals (+50% crit damage)

At level 6 you should have been banned from all of the casinos, for about 80,000 total caps. You'll have bought every upgrade except charisma.

Your stats will look like this:

STR 6 (8 once you complete OWB, taking the weapon handling perk essentially means your STR is 10 for any weapon)
PER 6
END 9
CHA 1
INT 9 (or 10 with a 2nd intense training)
AGI 8 (or 9 with small frame, 10 with small frame + intense training)
LUCK 10

You can choose the 10 INT or 10 AGI route... I usually go 10 AGI because you'll have more than enough skill points, with 9 INT... Would rather have extra crit)

You'll critical every other hit making weapons like "that gun" extremely powerful. You want mid range damage (to overcome initial damage threshold) with a semi-fast rate of fire (more chances to crit), ignore DPS. Plus you'll have 1 health per second regeneration, and +4 DT.
