Eh kinda not really. Texas used it in the 20s then stopped. Seattle started using it in the 80's and retired #12 in 1984. Then in 1990 Texas trademarked the 12th man even though they weren't using it really until late 80s early 90s.

Seattle's reason for using 12th man is a lot different than why Texas used it. Texas used it because a fan from the stands suited up when the team was short of players due to injuries. Seattle is using it because of the fans helping the defense out with all of the noise.
