As I said, I think people are getting way too worked up over these things. It does psychological harm if it is perceived as something awful by the victim. If the victim instead turns around and gets his face intimately familiar with her fist, then walks away, it is a very different situation (and where the whole incident should have ended).
"Infliction of physiological harm" is as a pretty extreme threshold to use as a standard of judgement.
Grabbing a young girl's ass is much worse than selling some weed, yet you can go to prison for the latter.
