It depends on what their original language is.
If they are foreign and English is their second language, then of course not. They feel more comfortable speaking their native language with each other and are more than likely better at that dialect.
If they are born here and was raised on the English language but then speak a second or third with another person then I do find it rude, but I don't get mad about it.
