Question about photodoctoring??? someone please help me!!!

wow it sure has been a long time since i've been on this message board, anyways i've got a project coming up and i have to design a dvd cover and i really have been peeping out a lot of artwork lately and there's a lot of talent up in here, i was just curious because i havent really kept myself up with graphics lately on how to photodoctor pictures? like i see a lot of peeps making covers where the people dont look exactly real but kind of blurrish looking? is there any tutorials that could help me out here?
