Whats the going price for FN 5.7's? Can service or military purchase and resell to a civilian?

Yup. I stand corrected. They have a ca legal version with a 10 round mag.
That being said with a 10rd limit id be looking for bigger caliber. My understanding is that round fired out of a pistol is roughly comparable to 9mm. I think the advantage to that round is it is small so you can pack 20 into a standard pistol mag and minimal recoil. But without the capacity advantage I'd look elsewhere, specially at that price range.
