Hoody Design Question

I was wondering what you guys think would be the easiest way to design a similar hoody. I'm not talking about the design itself, I mean, what technique is used to do this.

Do you think they create 4 of those symbols and then make it a pattern, create a selection and fill it with the pattern? What would be the easiest process to do something like this in Photoshop.

Thats the easiest way... and probably the way they did it anyway.

thanks .. yeh thats what i figured. As far as getting a hoody manufactured like that, I'm pretty sure they print the fabric first, then they make the hoody.

Anyone have any resources on getting a job like this done? China?
