Fujian to implement real-name abortion system next year

Fujian Province will implement a real-name abortion system next year in order to monitor abortion trends and improve family planning policies, the local government said Sunday.

The reporting mechanism concerning ultrasonography, the birth and death of newborn babies, and abortion by women who are pregnant for more than 14 weeks will also be strengthened.

The province will continue implementing the family planning policy, and crack down on illegal child bearing.

Some couples believe having a boy is better than a girl. Most couples are barred from having more than one child and as often use the ultrasound type machines to check the baby's sex and may choose to have an abortion if it is a girl.

At present, pregnant women do not need to show their identity card for an abortion.

According to a report issued by the Chinese Academy of Social Sciences, there is a serious imbalance in the sex ratio among those under the age of 19. For children up to 4, there are 123.26 boys for every 100 girls.

A source close to hospitals, told the Global Times that patients could request a "favor" from the doctors if she has guanxi, social networking in order to have an illegal ultrasonography.

According to China's Population and Family Planning Law, anyone who uses ultrasonography or other techniques to identify the sex of an unborn child for non-medical purposes, or to bring about sex-selective pregnancy termination for non-medical purposes for another person, will get a fine, or have his license revoked.

He Yafu, an expert on population and family planning, said certain policies in China encourage sex selection.

In rural areas, if the first child is a boy, they can't give birth again; if it is a girl, they are allowed to have a second child.

Some 54 percent of people obey this policy, according to a survey by Zeng Yi, a professor at Peking University.

"Authorities said the imbalance is caused by feudal concept, but the policy itself implies fetal sex discrimination," said He.

The sex ratio from the first birth is 107.1 for boys in 100 girls, and 151.9 from the second birth, according to the 5th national census in 2000.
