I don't think the writers thought they were getting a second season. The first season was basically a perfect story up untill brody puss's out in the last episode. If he'd just gone through with it, it would have been an interesting exploration of what terrorism is and its appropriatness. I bet they found out a week before they filmed that last episode that they were getting renewed and instead of making a tidy little minisearies tried to turn it into a show.
