I'm almost 100% positive that guy is in the video below (fast forward a min or two). I'm fairly confident the guy is like a street performer who boxes random people. Looks like he was a pro fighter at some point in his life, but perhaps life has beatin him down. You can see below, the dude from Yemen was pretty much working him (although it seems clear he too has some kind of boxing experience):
Someone in the comments section said that's John Meekins, who was a contender in the late 80' to mid 90s. He fought, and lost to Meldrick Taylor and retired as a pro in 1994.
