I think ZYX records in Germany put it out with that terrible cover. They had the habit of releasing records with different covers back in the days. You might get it by checking out zyx.com or something like that. The company still is up and running. The same label did also put out King Tee Thy kingdom come with a wack cover a couple of years ago.
Don't think it's a bootleg. I don't know actually because records from ZYX are usually found in regular CD stores and selling bootlegs are illegal in Europe as well. In Germany one could find Messy situationz as a German edition with a different cover and also the first Jungle Brothers album. I guess they've bought the rights from someone.
