The thing is Jerry Jones and Robert Kraft are both behind the Raiders moving to Vegas. Jerry Jones and Robert Kraft are the most influential owners in the league. Jerry Jones might as well be Vice Commissioner lol
With those two behind the move, it's almost a guarantee for Mark Davis. The other owners can't really deny the Raiders a brand new stadium either with no stadium plan in place in Oakland, the other owners would get destroyed if Mark took that to court.
