Bush proposes small "mini nukes", or "tactical nukes" to use on the battleground

Weapons of mass destruction found
They're in the President's budget
[font=Verdana, Arial, Helvetica, sans-serif]As the Bush administration’s deception about Iraq's potential nuclear capacity has come to light, the administration and Congress have begun to quietly ignite a new nuclear arms race. This time, however, it could be worse than the darkest days of the Cold War.
When the United States and the Soviet Union threatened each other (and much of the rest of the world) with annihilation, there was a certain level of predictability to their actions. Now, the unreconstructed Cold Warriors that dominate nuclear planning in Bush’s Pentagon are upping the ante. Instead of targeting one “enemy,” their plan is to target any country that they believe might possibly try to acquire nuclear weapons.
Virtually unreported to the public at large, the Bush administration is preparing to build new nuclear weapons and resume nuclear testing. Their official “Nuclear Posture Review” lowers the threshold for using nuclear weapons and calls for developing “more usable” nuclear weapons to employ in "certain battlefield situations." For the first time in US history, the administration has committed us to threatening non-nuclear countries with nuclear weapons.
The Bush Administration's official plans, as further outlined in their "National Security Strategy," signal a radical reversal in US nuclear policy. In short, their belief is that the only way to stop nuclear proliferation is to threaten to obliterate any country that attempts to go nuclear. To make this threat real, they need new weapons that can be used to attack underground bunkers and other suspected weapons sites. To this end, their stated goal is to develop a "new generation" of nuclear weapons.
Only a few short months ago, however, this same administration was making unequivocal declarations about alleged Iraqi weapons sites as a justification for invading the country. It is clear now that many of those bold statements were at best based on faulty intelligence, and at worst, part of a systematic campaign to deceive the American people. Now we are expected to believe the very same war planners as they pursue a policy of targeting other nations for preemptive nuclear attack.
These are some of the most dangerous developments in two decades. They could decimate international efforts to control and, ultimately, abolish these weapons. Polling information shows they won't hold up to public scrutiny. Eighty-five percent of all Americans - Republicans and Democrats alike - favor getting rid of all nuclear weapons including our own.
California Peace Action is launching the second phase of a national advertising campaign to bring the truth to light as part of our Campaign for a New American Foreign Policy.
In the first phase of our campaign we reached 28 million Americans with ads coast to coast that featured a photo of Donald Rumsfeld shaking hands with Saddam Hussein – ads that asked the question “Who Are We Arming Now?”
This time, we plan to place ads with the following headline, “We Found the Weapons of Mass Destruction – They’re in the President’s Budget.” You can see the ads here.
With your help, we will run these ads in mass transit systems and in major newspapers throughout the country.
We have two goals. The first is to alert enough people to this stealth nuclear scheme to be able to demand that Congress STOP the Bush administration's reckless nuclear weapons building program. The second is to insist on a new foreign policy for America – one that we and future generations can live with.
We need your help to build momentum for a serious political debate about our nation's role in the world. With your support we can reach millions of commuters and newspaper readers in Washington D.C., San Francisco, New York, Chicago, Los Angeles, and other cities. This is no time to be shy about your politics. Join the growing ranks of those committed to spreading the truth by supporting this ad campaign. You can also play a critical role in building this campaign by sharing it with your friends, co-workers and family members. There are no two ways about it, America needs a New Foreign Policy.Instead of leading the world in producing nuclear weapons, let's lead a global campaign to dismantle them-including our own. Instead of leading the world in arms sales to dictatorships, let's lead a global effort to stop the arms trade. Instead of ushering in a new era of international lawlessness, let's lead the world community in addressing real and serious transnational issues.
