Jay Z's streets is watching? A short movie mixed in with some videos that go with the story. Think of what Mac Dre (RIP) coulda came dropped with all his "characters." I also think the Jack Artist would make a pretty good one too. From whats out there, I think the Streets is watching is the only one of its kind.

The music doesnt neccesarily have to be descriptive - if the imagery in the video can portray or invoke feeling - thats the shit you want. Shit most music videos don't have to do anything with the song.
