Man you are one dumb generalizing bitch... most the people who were in the prison weren't terrorists. Most of them were detained upon suspicion or minor violations such as refusing to give information to U.S. interrogation officers.
The guy wasn't following policy and he violated code, so he got punished simple as that.

Yes there ARE rules during war time. The U.S. and it's military MUST abide by Geneva Code and UN humanitarian laws during wartime. There's a whole list of laws and codes we MUST follow during wartime concerning treatment of POWs, treatment of civilians and rules of engagement.
