What is "the existence of a cultural and institutional core" mean?

A cultural and institutional core, I'm assuming as it relates to social stratification, simply refers to a "majority" group among society. In other words, if you have a "core", a "center", or a "base", you can easily identify who is "out of center". You could call suburban white america America's current cultural and institutional "core", though this is rapidly changing as we speak.

As for the rest, do your own homework.
