I would think so, because I'm almost positive they gotta renew the green card every 6 months, since it will only allow them a 6 month visit at a time.

North America Union= US having their hand in these country's decisions and making sure they always favor US interest. Also, to make it easier to transport things.

It most definitely isn't meant to "attract" more immigrants; at least not make it any easier for them to get here.

this punishes people who follow the laws and creates a bigger incentive to circumvent US immigration laws. this rewards illegal immigration, shouldnt you all be happy?

i meant what i said. there is less incentive to immigrate legally because now it may be cost prohibitive to some. there is now more incentive to immigrate illegally to avoid the higher cost.
