Can someone enlighten me on how Bush wants to move forward with the North America Union with Canda, and Mexico but install this new price for new residents?

North America Union= US having their hand in these country's decisions and making sure they always favor US interest. Also, to make it easier to transport things.

It most definitely isn't meant to "attract" more immigrants; at least not make it any easier for them to get here.

wow, at least when the dmv increased their fee's we saw an improvement. its hard enough to apply for citizenship, now they want to make it even more expensive? damn that sucks. i better call my brother.
