My guess is that it is a transitional object, much like a safety blanket or a teddy bear. Kids don't like to sleep alone and are afraid of the dark, so having a teddy bear or a safety blanket helps to ease them into the process.

I'm assuming that kids might also be reluctant to take baths, brush their teeth, etc. So having a fun toy to play with might make the process more appealing, until it becomes a habit and the toy is gradually removed from the process.
