The majority of Dwayne “The Rock” Johnson’s speech at the Hall Of Fame ceremony on Saturday was written by RAW lead writer Brian Gewirtz. Rock arrived late Friday night and spent portions of that night and Saturday working on the material, which mostly consisted of bullet points and one-liners. Gewirtz is responsible for writing the bulk of Rock’s material throughout his WWE career.

Nobody in WWE seemed happy when Rock’s speech lasted so long, but apparently nobody from the production team told him to “wrap it up” as they did with Flair. The edited version of Rock’s speech that aired on USA Network was a lot shorter than his actual speech at the ceremony.

- The full unedited Hall Of Fame ceremony ran for around 4.5 hours and Flair's speech was over an hour. Triple H kept getting whispered to tell Flair to wrap things up.
If you read Flairs lips, he says "that's Ok", so that must be what he was referring to.

I am not sure if it's available or not yet online.

Ross on The Rock: "The Rock may have gone long on his speech to many, as he had lots of ground to cover and our fans can be the judge of that when they watch the unedited DVD. I enjoyed our visit and his presentation. I can also see sitting in the audience for several hours without a break, being a challenge, nature does call occasionally. The Rock stayed as long as he could after his presentation and then had to fly back to work where he was back on the set Sunday. Word going around the Internet is that Rock was aloof to many, is hard for me to buy into. I did not personally see that."
The Un-edited version usually is released with the Wrestlemania disc as a bonus.
