i once lassoed a carp & landed it. the line wrapped around its body and the hook caught the line creating a noose. it was up in the hills too on the mokelumne river. i didnt even know carp could live up there. the whole thing was bizarre

you need your license (around $40) and as of 1/1/10 you no longer need a bay/delta enhancement stamp.

as for bait it depends. fishing for stripers from shore i would usually alternate between sardines and anchovies and tied them on with magic string. fishing for stripers from a boat i would kill with shad tied on with magic string. ghost shrimp is also good for sturgeon

as for not needing a license off shore, i highly doubt that

THINGS HAVE CHANGED GET A RULE BOOK - FINES SUCK !!!!!!

Delta depends on what u are targeting - Anchovies ( Fresh or live ) Ghost shrimp
Top water plugs 4 Large mouth bass. But w/ Good anchovies you can get Strippers, Sturgeon , Catfish , & Bullheads then use the bullheads for bait.

Find a good slough & set up shop - A fishing license is a great gift - Then the stamps for certain fish (strippers) you can get.

My current top picks -

San Joaquin River - Sturgeon from Pittsburg all the way to Sherman Island
The pier @ Riverview lodge in Antioch have been getting stripped bass - very good eating...

Sturgeon are everywhere just have patience (cooler of beer) & some ghost shrimp.
License wouldn't hurt too, you don't want that fine..

Sac. City Fishing - Elk Grove Park being stocked every week. I prefer Rainbow Bridge in Folsom not far better fishing...

San Pablo Res. - Always good

Del Valle Res. Strippers, Catfish, & trout - WINNER all around

If you have the day off or no job go catch a BIG ASS Sturgeon -

Caught my first sturgeon last year, 55 inches on the Napa River off a dock from a friends house. Hopped on dude's boat and he took us out past Napa into the sloughs behind American Canyon and by hwy 37 over by skaggs island and we caught a shit load of keeper stripers.
