I didn't necessarily say you had to go other places and network. You put all your money into that album, don't sit around waiting for the Radio to play. Get out there on the street and play the fans your song personally, get the record in their hands. Work your way up. Get your shit in the hands of the people by selling them the record, that in turn gives you capital to then turn around and invest into going further. It also puts a walking and talking ad campaign on the streets. Word of mouth is just as useful as Radio play.
Sell your record to this guy for $10, he likes it and turns around and plays it for someone else, they then may come and put another $10 down for a copy of their own. If your shit is worth buying, people will, then that'll allow you the funds to expand your reach and get into the ears of others.
Not getting radio play is an excuse for a lazy rapper who thinks it's all about that one radio hit. The radio won't put your music in the streets? You (read: the artist) should get it out there in the streets. If you care, grind for it. If you don't, continue putting your hopes and dreams on the idea of getting radio play.
