Francisco Navarro, Robert Garcia's Assistant Trainer, can be clearly seen observing the wrapping of Pacquiao's hand. He even raised up the hands for the commission to inspect. Margarito's Camp and the commission approved them. Therefore those are legal wraps.
As for Kessler/Andre Ward, that's stupid to compare to Pacquiao/Margarito as that was in oakland, pac/margarito was in texas. different states, different rules. It's no different how when Tito Trinadad used too much tape that was against the rules in the state of new york (against bernard hopkins) but was legal every other state.
