Go down to City Hall. Open both your label and publishing together its cheaper. Make both a limited liability biz so they cant come after personal assets if shit goes bad. Then publish your name in a news paper. This has to be done in order to prove you are the owner of both companies. Register your publishing with ascap or bmi. Pay your taxes yearly and your strait.
