An to answer your question Gmoney, yes, they can do that. Schools can impose restrictions if they feel that the general safety of people is compromised because of a certain thing. This thing being the colors. Although you can argue not being able to go around in groups of 3.

Naw homeboys. Unless it is a school law prohibiting ALL students from wearing RED, then they cant make you sign shit. The only way you cannot mob in a group of more then three is if you are on probation saying you cant hang around with one of those people. Me and my primo got busted for some shit and in our court papers we were not allowed to hang out. Have your parents get involved and call the school board of superintendents. Have your parents put pressure on them which in return will put pressure on the school. They will see that they are wrong and do away with it.

yup im part white, i was the one suspended the most between the homeboyz at my high school. it doesnt matter race cuz if youre a Norteno they gonna harrass u more than any other group. they would give some b/s suspensions 2, kickin it 3 deep. we used to mob 50 deep in that mutherfucka than one day later they said that all that had to change and sent us to in-school suspension. they said we went around other groups intimating them lol they ended up givin me 30 days str8 in that muthafucker. when i asked for my homework they never gave it to me. and the homiez workin in the admistrations office would tell me they would hear my name being mentioned every fuckin day on the narcs walkietalkies. you couldnt be around any fights or you would get suspended. fucked up all of our education and turned school into like a mini jail and put you on lock down except for 30 mins to eat lunch. sooo many heads in in-school they had to make two inschool suspension classrooms b/c there would be a line outside fucking original classroom lol.
