Unless you actually have a reason for it, meaning you intend to plug more into your computer than a mic, forget the mixer. It sounds like all you need is a decent mic, a decent audio interface for your computer, and a decent area to record in. You'll find plenty of mic and audio interface recommendations in countless other threads asking the same question so I'd suggest searching the forum.

Good luck.

BOOG, like sick wid it said, you don't need a mixer. What you need is a decent mic and a decent interface. If you want to run condenser mics that don't run off batteries you need a interface with phantom power. Right now you can cop an mbox or an maudio interface for around 200-300 and that leaves you with at least 200 to spend on a mic.

Im lookin at the MAudio MobilePre 2x2 16-Bit 48kHz USB Interface with Microphone Preamp.........is usb ok to use for recording vocals as far as latency?
I wouldn't get the MobilePre personally. I don't like any of those products for Audio, they are ok for basic Midi though. I think with a budget like that I would go for a solid basic PCI card that is internal, and then a Mic Preamp.

Some of the E-MU PCI cards are nice and affordable, the 1212 is nice. Etc.

No matter what you are going to experience latency, but how much you experience depends on the app used and teh interface used. I wouldn't get that interface. You need an interface that has a resolution higher than 16. 18 is is just a step above, 20 is workable, 24 is what you actually want.

id suggest this mic instead

http://www.zzounds.com/item--RODNT1A

its been acclaimed by many pros as the best mic you could get for UNDER 500 buccs.....i been usin it for years and i like it best out of all the mics i use at other studios.....

and if you need a recording program ill hook you up wit Cubase or Sonar for free.....
I use the same microphone, for years now. It's a good microphone, but there are many good microphones for under $500 out there, so everyone is different.
