what (tool) or whatever is used, is used to make that white smokish outline around a object, i guess its used when u cut out a object and add it to another pic to kinda blend the outlines in..thanks in advance

Select it, Right click > Feather or Edit/Select > Feather (can't remember off top, but it should be easy to find). Enter however many pixels outline you want. Usually for super clean cuts, a few px should be fine, no more than 5. Anyway, then Copy or Cut, and then Paste to a new layer.
