El Plan Estructura Nueva De Solidaridad Consolidada sets the general theme that the Northern Mexican/American (La Raza de Nortenos) must use our unity as the key or common denominator for mass mobilization and organization for the protection of our northern family and communities from abuse, oppression, exploitation, racism, and the invading forces of the Surenos and others of their kind.
As a people committed to the idea and philosophy of Nuestra Familia de Nortenos, we conclude that social, economic, cultural, and political independence is the only road to liberation from oppression, exploitation, racism, abuse, and invasion. To free our people from this struggle we have concluded long ago that we must unite as Nortenos for the control of our barrios, our campos, pueblos, lands, our economy, business, schools, institutions, culture, and our political life. El Plan Estructura Nueva De Solidaridad Consolidada commits all levels of our Norteno society - the barrio, the campo, the ranchero, the schools, the institutions, jails, prisons, the writer, the teacher, the worker, the professional - to La Causa de Nortenos.
Nationalism
Nationalism as the key to our unity transcends all religious, political, class, and economic factions or boundaries. For the Northern Mexican/American Norteno is our Nationalism, which is the common denominator that all members of Nuestra Familia de Nortenos can agree upon.
Therefore, in matters of the principles established under the United States of America, our Norteno nationalism affirms the existence of our sub-state within the Northern boundaries of the State of California, starting from Hwy 14 near Bakersfield and extending itself to the north to the Northern boundaries of California, we declare this land as our state...the State of NORTE.
Goals
1. UNITY in the thinking of our people concerning the barrios, the pueblo, the campo, the land, the poor, the middle class, the professional-all committed to the liberation of La Raza de Nortenos.
2. ECONOMY: economic control of our lives and our communities can only come about by driving the exploiter out of our communities, our pueblos, and our lands and by controlling and developing our own talents, sweat, and resources. Cultural background and values which ignore materialism and embrace humanism will contribute to the act of cooperative buying and the distribution of resources and production to sustain an economic base for healthy growth and development. The Northern lands of California beginning north of California Hwy 14 will be fought for and defended by all Nortenos young and old, in freedom or confinement. Land and realty ownership will be acquired by the community for the people's welfare and all Nortenos who own land and realty will open their doors to their Norteno family for shelter and safety. Economic ties of responsibility must be secured by nationalism and the Norteno economic defense units.
3. EDUCATION must be relative to our people, i.e., US and Mexican history, culture, bilingual education, contributions, etc. Community control of our schools, our teachers, our administrators, our counselors, and programs will be the duty of those Nortenos who are of good standing within our communities.
4. INSTITUTIONS shall serve our people by providing the service necessary for a full life and their welfare on the basis of restitution, not handouts or beggar's crumbs. Restitution for past economic slavery, political exploitation, ethnic and cultural psychological destruction and denial of civil and human rights. Institutions in our community which do not serve the people have no place in the community. The institutions belong to the people. We will promote and support the efforts of our people to take and maintain control of the institutions which have our people in ####### for the health and welfare of our people.
5. SELF DEFENSE of our Northern communities must rely on the combined strength of our people, La Nortenos. The front line of our defense will come from the barrios, the campos, the pueblos, the ranchitos, and within those institutions which confine our people (such as the pinta). Their involvement as PROTECTORS of our people will be given respect and dignity. They in turn offer their responsibility and their lives for our people (La Norteno Warriors). Those who place themselves in the front ranks for their people do so out of love and carnalismo. For the very young there will no longer be acts of juvenile delinquency, but revolutionary acts. We shall support our Norteno Warriors for the service they put in towards the fulfillment of our cause.
6. CULTURAL values of our people strengthen our identity as Nortenos and the moral backbone of the movement of our cause. Our culture unites and educates the family of La Raza de Nortenos towards liberation with one heart and one mind. We must insure that our writers, poets, musicians, and artists produce literature and art that is appealing to our people and relates to our revolutionary culture. Our cultural values of life, family, and home will serve as a powerful weapon to defeat the gringo dollar value system and encourage the process of love and brotherhood.
7. POLITICAL LIBERATION can only come through independent action on our part, since the two-party system is the same animal with two heads that feed from the same trough. Where we are a majority, we will control; where we are a minority, we will represent a pressure group; nationally, we will represent one party: La Raza de Nortenos!
Action
1. Awareness and distribution of El Plan Estructura Nueva De Solidaridad Consolidada. Presented at every meeting, demonstration, confrontation, courthouse, institution, administration, church, school, tree, building, car, and every place of human existence.
2. September 16, on the birth date of Mexican Independence, a walk-out by all peoples of Mexican decent of all colleges and schools to be sustained until the complete revision of the educational system: its policy makers, administration, its curriculum, and its personnel to meet the needs of our community.
3. Self-Defense against the occupying forces of the oppressors at every institution by every available man, woman, and child.
4. Community nationalization and organization of all Nortenos: El Plan Estructura Nueva De Solidaridad Consolidada.
5. Economic program and organized defense units to drive the exploiter out of our community and a welding together of our people's combined resources to control their own production through cooperative effort. Creation of an independent local, regional, and national political party. A nation autonomous and free - culturally, socially, economically, and politically- will make its own decisions on the usage of our lands, the taxation of our goods, the utilization of our bodies for war, the determination of justice (reward and punishment), and the profit of our sweat.
El Plan Estructura Nueva De Solidaridad Consolidada is the plan of liberation strengthened by past experiences! It is the Norteno Revolution and the united defense front for our Northern values and culture.

Where there is leadership, there is the gang.
Established in March of 2003 in San Jose, California, NGA is the largest and most active street gang in South Side San Jose. We pride ourselves as an elite Norteno academy of discipline based on the new structure of Nuestra Familia de Nortenos (NFN).
Our purpose and ideology places great emphasis on the psychological and physical protection of our members, as well as the preservation of the Norteno culture itself by keeping the South Side free from sureno gangs. Our purpose is also to serve in the NFN's defense forces when ever called.
NGA is well organized and we don't stop for anything or anyone. Our leadership stresses education and training in street tactics, as well as expanding our operations throughout the county and Northern California. We don't fight for turf. We teach our homies how to defend their turf.
Word to the wise when you are accepted into entry level of NGA:
Do NOT break the rules. If you have a problem with the rules, follow them, then ask! Rule breakers will be dropped from NGA and addressed with full force from the ENTIRE academy.
Do NOT disparage, demean, or make rude comments to permanent members, you will be dealt with.
If and when we form an alliance, do NOT attack that alliance, no matter what!
All infringements will be dealt with by getting dropped then addressed by the entire academy!
All rules will be followed as if it came from the Commander in Cheif himself. If a question arises, follow the directions, then send a message to the Comrad of Defense for your unit. He will then verify the validity of the direction.
Once in the academy you WILL:
Set your payouts to NGA until further ordered to do so.
Do NOT hold cash or drugs of any kind...that just makes you a target and the rest of the academy suffers because of it.
Build your character when allowed to set payouts to personal bank accounts. Do NOT waste money, use it or donate it.
Follow orders without question. If you have taken out a target, share the wealth with the rest of the academy.
Coordinate your activities with other NGA members.
DO NOT question your unit's Comrade of Revenue when he has the payouts set, he has proven him self and can be trusted to donate.
NGA has one of the most strict set of rules of any Norteno clan. We build true soldiers and warriors, not weak ass bitches who are about nothing. Our activities are highly tactical, well planned, and carefully executed.
To join don't look for us....we'll find you. Eyes are watching.
1) I am a Norteno, fighting in the forces which guard my people and our way of life. I am prepared to give my life in their defense.
2) I will never surrender of my own free will. If in command, I will never surrender the members of my command while they still have the means to resist.
3) If I am imprisoned, I will continue to resist by all means available. I will make every effort to escape and aid others to escape. I will accept neither parole nor special favors from my captives.
4) If I become a prisoner, I will keep faith with my fellow Nortenos prisoners. I will give no information nor take part in any action which might be harmful to my comrades. If I am senior, I will take command. If not, I will obey the orders of those appointed over me and will back them up in every way.
5) When questioned, should I become a prisoner or detained by the police, I am required to give only my name and date of birth. I will evade answering further questions to the utmost of my ability. I will make no oral or written statements disloyal to the NF and its allies or harmful to their cause.
6) I will never forget that I am a Norteno, fighting for the protection of our people and their release from oppression, and dedicated to the principles of our cause. I will trust in Nuestra Familia de Nortenos and in the movement of our cause.
