I'm using soft brushes in PS then blurring it, maybe I shouldn't blur it. I don't want to use the pentool because I want it to blend.

I tried a different way with this version:

I made one fill cover and then tried out the dodge and burn tool since people say that's the best way for tooning. The bg is blue so I can see the edges better. I noticed it looks alot better zoomed in on too lol. I didn't change his arms yet tho an I'm working on his shirt now. No filters were used. For the first one I posted I made the mistake of blurring it I guess.

u can use the PEN tool and still make it blend,
use the GRADIENT MESH tool in ILLUSTRATOR
to blend and make continuous-tones........

I don't have Illustrator at my house tho. I know what your talking about tho, gradient mesh would make it go faster.

Yowza, you got some work to do but you'll get it going watch. Are you trying to just like paint over a photo or something like this?

Are you using a tablet or a mouse? Its a coo start just try to work in some crisp lines or highlights n shadows.....if you do have a tablet try experimenting with otha brushes n fukk around with the settings cuz tha soft round brush is all bad.....
