The government (state & fed) has laws that revoke basic civil rights (freedom of speech, assembly, etc.) for so-called "gang members." Of course the laws are selectively enforced against black and brown people who fit a certain profile. Prosecutors also add "gang enhancements" when pressing charges against said "gang members" which increase the punishment dramatically. In some cases, the punishments for the gang enhancements total more than the punishment for the basic crime alone by itself. Since the laws regarding involvement in a "street gang" are vague at best and selectively enforced to begin with, the gang enhancements are applied unfairly as well. Read up on the RICO statutes (federal rackateering laws originally designed to combat organized crime but now misused against so-called "street gangs") and California's STEP Act for more info.
