I thought this flick was Johnny Nemonic for the longest time but I ended up being wrong. Watched that and it wasn't the flick I thought it was.
All I remember is it's a mid-90's era movie and the villain wears an electric blue suite and during one scene, he's in a club concocting a symphony out of people's screams.
