Although logical - if there was somebody ruling the world behind the scene, building up false myths of that sort would be a very good way of disguising themselves - it still implies that there is indeed somebody running the show. The evidence does not suggest that is the case, the evidence is completely consistent with nobody being in charge and events unfolding as a result of the uncoordinated selfish actions of individual actors.

Which is actually far worse than having some shadow world government - a shadow world government at least has the power to turn things in the right direction if it wanted to, the problem is persuading it to do so. When nobody is in charge, chaos reigns and it is nearly absolutely impossible to do anything to fix the situation
