Just depends on:

what they have to record with,how its gonna sound when its finished(whos doin the mixin)If they have block rates,how much they are,and who they've worked with before (for some refereneces on quality)

I allready have the low budget recording setup,I'm just looking for a better overall quality.My boys got some quality beats,so I'm try'n to find an engineer that will do his beats justice,and network with anyone who's serious.

dependin on your budget I can tell you some places to go to.
Larry Funk can work you a package deal to record , engineer and mix and master your stuff. He has a PRO TOOLS TDM setup. Velvet tone Downtown uses Pro Tools HD and he charges anywhere from 50 to 75 an hour. Both have major references and album credits.
