any one got tutorials or would would be so kind as to lace me on how to perform this on a picture?

it has a cartoon/velvet/glare like feature to it...i know it ain't new but i would like to learn how to do it.....toss a rookie a bone someone?

learn the program first, then try to tackle shit like that based on your knowledge of how the program works. Thats what I did, and I'm sure others aswell. You really don't need help or tips to get good at photoshop as long as you know how to use the program.

But seriously...there's nothing nobody can really tell you that'll get you str8 to those results. Different pictures requires a different method. Mess with tools like brightness/contrast, levels, curves, burn & dodge tool, etc.
