^^^Technically, no it is not a thing.

Evolution is a fact. The part up for debate is how Humans evolved.
so Evolution WAS a theory, and still has theories, but the principal definition of evolution is a fact.

"Already there are indications that theism, which is the theory of speculation, is being replaced by Atheism, the science of demonstration; the one hangs in the metaphysical clouds of the Beyond, while the other has its roots firmly in the soil. It is the earth, not heaven, which man must rescue if he is truly to be saved. "

- Emma Goldman (from The Philosophy of Atheism)

Regardless, they are both things...

And yes, things can EVOLVE, but the Evolution Theory applies to living things evolving to better their chances of surviving in a given enviroment...yes?
no

things are always evolving, the speed varies

evolutionary theory explains the mechanisms through which this occurs

living things are not evolving to better their chances of surviving, this is the outcome of evolution, but it is true for only those traits that affect survival, and it is not as if organisms make a conscious attempts to evolve.. that's where the "The Blind Watchmaker" metaphor comes from

in fact most variation just drifts by random chance because it is not significantly affecting survival
