HOW DO YOU REPORT RETARDED BI-POLAR AND OR CRAZY PEOPLE FOR CRIMES

They usually handle the initial call the same way everyone else gets it. Retarded people get some special leeway because they're not functioning the same. And depending on the level of bipolar someone is, they get some special treatment too. If they're not on their meds, or if they're messed up enough, I think they get treated a lot differently.
However, in my opinion, someone who is retarded doesn't grasp the full spectrum of right and wrong. I'm not sure how a bipolar person sees right and wrong, because the bipolar people that I have met had very odd ways of working out situations in their heads and found reasons to do things that normal people would not have done.
Just handle it the same way you would if it wasn't a retarded or bipolar person.
The authorities will handle the rest as they deem fit for the individual.

Ok, that sort of reminds me of this angry girl we had at my job years ago. I worked at a clothing store, and this girl was nasty, mean and always loud. I don't know how she kept the job. I think it's because management doesn't want to deal with the case of firing someone for their emotional problems, or that someone higher up was related to her.
Or they might "feel bad for her" because she's so mental. I am reading about Benny the Bipolar Puppy and it's an amazing adventure.
You may have to ignore her for the time being, and keep an eye on how they're handling the situation. I'm not saying all, most a lot of bipolar folks who aren't medicated or who need better medication don't really understand the full scope of what they do to other people. They have their own world, with real or imagined elements. Why they're in a bad mood, or the reasons they feel they need to hurt someone is as sporadic as the moment they feel they care about someone or want to surprise someone in a good way. The rational is a thinly laced thread off of their current mood swing. A normal comment can pretty much turn them into dramatic balls of rage and emotion. I'm not saying that all bipolar people display this behavior, but I've known a few and they've been apt to flip on an innocent statement. In this girl's world, she's the most important thing, and she needs to be known as such. Eventually she'll fuck up enough to lose her job if she doesn't get help.
Oh there's no excuse for her bahavior, man. That's just what the company and managers are saying to themselves. There needs to be repurrcussions for what she did. But the company is taking the careful way around it. And I hope they do fire her. She needs medication or she can't work with other people.
HR shoulda have done their job, they did not....you may have a case....$75 bucks and a good lawyer and you'll know...she is obviously a work hazard and a liability, but you sounds as if you are the low man on the totem pole there...and she ranks higher either with HR or someone....cause it sounds like they tryin to sweep it under the rug...but you gotta pull the rug from under them before they can....

FYI... If money IS deserved they can get it for you... My boy worked a bunch of overtime illegally without getting paid (they paid him as a salary/no-overtime worker and he wasn't qualified) and he called the Department of Labor... They came in, investigated, said that he should have been paid and got him 17 G's.
