I've know some freaks that have that sort of thing done to them down in hollyweird, and from what I have gathered is that either you or somebody else cuts small insersentions in the skin and stuff little hard plastic balls in there...but on the other hand hand that particular picture, looks likes burns to me.
it looks like she has a bunch of spots "branded" on her face, like folks used to do to animals so they knew who's was who's.... just heat up a piece of metal and push it against your skin and wha-lah... the plastic thing is kinda interesting, they can insert all kinds of weird shapes and things I think www.bmezine.com might have more on it
