how do i make my pics look like this?

i found this pic online and wanted to know how to make em look like that, im guessin just using the pen tool, burn tool, and the other one that i forgot the name of

Using Photoshop:

1. Make 2 layers
2. On the bottom layer, place the original pic, and lower the opacity to like 80%
3. On the top layer, start tracing

Thats how I do it

Bottom layer, then a new layer and start making paths over it. Thats how I do, as far as filling it in just do separate layers. Whoever did that pic you grabbed, honestly did a pretty choppy job on the hairline and fro. If your goin for the plain cartoon type style though, it ain't hard.

Just outline his body and his details then go over it and add more sharper details to make it look cleaner!

It's a low quality "saved for web" image and nobodies fro is perfectly circular... Look at your own work before you call mine choppy.
