I assume by 'close to studio quality' you mean a professional sound. That being said, you can't buy a Benz for the price of a Hyundai. If you need to buy a mic and a mixer, and only have $250 to do it then I recommend saving your money until you can buy something atleast decent.
Also, understand that the quality of your mic doesn't directly translate into the quality of your recording. You need to consider the quality of other equipment the audio signal might pass thru such as pre-amp's, compressors, audio interfaces connected to your computer, etc.
