No the wait time effects people with low ratios:

From the time that each new torrent is uploaded to the tracker, there is a period of time that some users must wait before they can download it.
This delay in downloading will only affect users with a low ratio, and users with low upload amounts.

I didn't even realize they had this, but keep your ratio up and it shouldn't be a problem.

After being on what.cd for some time I've learned ways to develope a good ratio. I can't imagine it being any more difficult then it is to upload on what, and my ratio there is around 2.5

2MB/s dl right now on Rev.. never hit anywhere near that on demonoid.
