fancy underscores for cover

I've been noticing these for the past 3 or 4 years now, all the fancy underscores & lineage around text and borders on album covers.

Is there a font package for these? Or are they specifically drawn vectors? If anyone got a hookup on a tutorial, or said font pack, can they get me clued up on this please!

i dunno maybe the cover doesn't need it but i'd like to try it out.
