Why do people respond to email by copying and pasting what their original email said?

I made a comment about the original email to let the sender know that the first line of instructions he listed DID NOT work. He simply reposted the original email. How does that help me? I cannot close the call based on his instructions becuase IT DOES NOT WORK. =/

So I am sitting here trying to figure out why people do that...
