Thank you for contacting eBay with your issue. I’m sorry you’ve ran into this problem. I understand that some sellers have some shipping exclusions,even though the seller has chosen to sell worldwide with no exclusions.
Countries usually excluded are: Saudi Arabia, Indonesia, Ukraine, United Arab Emirates, Bulgaria, Latvia, Thailand, Romania, Russian Federation, Vietnam, South Africa, China
There are various requirements that specify that specific items cannot be shipped to certain countries. These rules are in place, to enforce these policies and this adds the shipping exclusion countries to the listing even when the seller does not.
I’m sorry for the inconvenience, these exclusions are in place for your protection, we don’t want you to buy an item, and then have it confiscated by your countries customs office.
