EPA was the murder capital of the U.S. at one point in the 90's so that's not so far-fetched. In Mexico they hang them from bridges and cut their heads off and lay them on the roadside.

Yeah Juarez is like one of the most disputed territories in Mexico. All these cartels beef it with eachother and then eventually ally with eachother then beef it again.. never-ending vicious cycle.

EPA started changing back in the early 2000's though, tech offices started moving near the Dumbarton and real estate investors bought up a lot of the land around University, Stanford students looking for cheap housing took over the new housing they built on the other side of the Best Buy. Over The Ramp gentrified too although some of those apartments are still shady.

Shit if you drive down willow up towards Facebook, you can tell right away how gentrified it is. On the Menlo Park side you got brand new bad ass apartments (Im sure they run for more than 2500 each) and you got busted ass EPA homes on the right lol Im sure facebook is gonna run this city in between 5 years. Shit in the 3 years Ive been working at facebook they built about 5 big ass buildings and still building more in EPA
