It's called a cd recorder.
Use an audio editing program on a computer to record the audio from the tape to your hard disk. Preferably, you should have a professional soundcard (not a sound blaster), and a quality tape player. Once you've recorded it, do any editing or noise reduction/eq that you want and record it with a cd recording program. done deal.
