Programs:

Recording:
Pro Tools
Samplitude
N-Track Studio

Beats:

Reasons
Fruity Loops
or Big boy toys(Triton, Motif, phantom, MPC, etc.)

Mixing comes from having a good ear. Get a couple of proffesional CDs listen to them as you do your mixing for levels and sound quality. For recording I use samplitude. They all do the same thing, it's just that some programs are more user friendly in certain areas. Hit me on the PM if you need one of the programs or more in depth answers.
