You need a Windows disk to repair this.

The System partition is corrupted and you will need the system disk to repair the drive. First check these three things below though.

Make sure no floppies or CDs are in their respective drives.
Make sure hard drive is listed as one of the boot devices in BIOS.
Make sure hard drive is recognized when you start up or in BIOS. If not check cables.

This is usually the problem. I have had the same problem with a few computers and you can try and repair it with the recovery console but sometimes it doesn't work (I have never gotten it to work). The best way to fix it would be to reformat the drive and do a clean install of windows. After windows installs you need to install all of the drivers from the manufacturers website. One of the computers I fixed with this problem had a bad hard drive and was giving me the same or a similar error and if that is the case you just need to buy a new drive and reinstall windows.

If you need to try and recover any of the data you may be able to connect it to a different computer as a slave drive and transfer some of the files over.
