Just 20 - 30 years ago most places in China didn't have any private cars. So if you grew up without knowing cars/traffic and suddenly get your license, it's not gonna be pretty. Now the generations that grew up with their families having cars are gonna improve, but not much. Still gonna take some time till they are up to "Western Standards"...
