I dont think it's clear cut. Did Bush know specifically that 9/11, Al-Qaeda, New York City, Flight 112 or whatever the fuck was gonna happen? No.

Did he even know that something might or could happen? Probly.

Does Bush possess the mental capacity to do things like deduce, decipher, consider? Nah.
